Angola: CNCA/ARCCLA Certificate

All shipments to Luanda, Lobito, or any Angolan port require a mandatory ARCCLA (CNCA) certificate. This applies to all cargo, regardless of type, value, or origin.

Compliance Check List:
Timing: Secure your certificate prior to loading.
Documentation: The validated reference number must appear on the Bill of Lading.

Documents required:

  • Bill of Lading
  • Commercial Invoice
  • Freight Invoice (if incoterms and rate not included in the CI)
  • Import License (D.U. – Documento Unico)
  • CNCA Application Form (signed and stamped)

Regulations:

  • Any CNCA (previously known as ARCCLA)  that contains incorrect data, particularly those of the freight costs, nature of the goods, and the value of the goods, cannot be approved or validated by the agents. 
  • Each BL issued needs a CNCA. The CNCA is compulsory for cargo release at destination and requested by the local authorities.
  • Any changes requested after validation must be approved by the authorities. This modification may take additional time, as it is at the sole discretion of the authorities. Therefore, we always recommend you make sure CNCA is correct and confirmed with all final information before requiring validation.
