Cameroon: BESC Certificate

All shipments with Douala, Kribi, or any Cameroonian port as the final destination must be covered by a mandatory BESC (Bordereau Eléctronique de Suivi des Cargaisons). Effective January 1, 2026, Cameroonian authorities have extended this mandate to include all transit cargo destined for or passing through Cameroon.

Compliance Checklist
New 2026 Mandate: BESC requirements now apply to both imports and all transit cargo.
Risk: Shipments without a valid BESC will not be accepted and face immediate rejection, heavy penalties, or severe delays by local authorities.
Transit Procedure: For cargo in transit, the BESC can be issued at the destination by your forwarder at no additional cost.
Tariff Updates: Please note that updated tariffs now apply to specific shipment categories.

Documents required:

  • Bill of Lading
  • ​​​​​​​Commercial Invoice: Must be stamped and signed (Single PDF file).
  • Freight Invoice: if freight costs are not detailed on the Commercial Invoice.
  • Export Customs Declaration: Issued at the Port of Loading.
  • GUCE Fiche Tracking (e-Force) OR Import Declaration.
  • Application Form: (Submitted as an Excel file).

Regulations:

  • Mandatory Clearance: Shippers and forwarders must strictly adhere to the procedures imposed by the official authorities to avoid difficulties upon cargo arrival.
  • Strict Validation: A valid BESC is a prerequisite for customs clearance; cargo cannot be released without official validation.
  • Proactive Planning: We strongly encourage careful planning and early submission to ensure full compliance with the updated 2026 regulatory framework.
  • Post-Validation Amendments: Validated Cameroon BESC certificates remain eligible for correction, provided official procedures are followed and all associated administrative charges are settled.
