Djibouti Ports and Free Zone Authorities launched the compulsory issuance of ECTN/BESC for all shipments to Djibouti as of June 15th, 2023.
Importers / Exporters / Shipowners / Carriers / Shipping Agents / Forwarders / Customs agents are requested to follow the imposed procedure by the official authorities to avoid any difficulty or penalty upon clearing the goods at destination.

- Bill of Lading
- Commercial invoice
- Freight Invoice
Regulations
- Importers must obtain an ECTN to unload any cargo at Djibouti ports.
- The goods without an ECTN number will not be loaded onto the vessel.
- The ECTN number must be written on the bill of lading.
- Shipments without ECTN documents arriving in Djibouti ports will face huge penalties and fines.
- Shipments without ECTN documents are prohibited from entering Djibouti ports
