Liberia: CTN Certificate

All shipments to Monrovia, or any other port require a mandatory CTN (Cargo Tracking Note). This applies to all cargo, regardless of type, value, or origin.

Compliance Checklist: 
Timing: Secure your CTN before the vessel sails not after. 
Documentation: The validated CTN number must appear on the Bill of Lading. 
Risk: Non-compliance leads to immediate penalties upon berthing, with no grace period once cargo arrives.

Regulations:

  • Amendment fees now apply: Any changes requested after a CTN invoice has been issued or validated will incur a fee. Review all shipment details carefully before submission.
  • No CTN before sailing = penalties:  Shipments that depart without a valid CTN are subject to non-compliance charges. A 7-day grace period from the vessel's sailing date applies, but penalties run from day one if the vessel has already berthed in Liberia.

  • No CTN upon arrival = immediate penalties: If cargo arrives in Liberia without a valid CTN, no grace period is granted. Penalty rates vary by cargo type (Container/RoRo vs. Loose/Break-bulk/Bulk).
  • Fake CTN numbers on Bills of Lading: Declaring an invalid or fabricated CTN number on a B/L carries a significant per-BL penalty.
  • Fraudulent CTN certificates: Presenting a counterfeit CTN certificate to shipping agents, shipping lines, or at exit points is subject to the highest penalty tier in the new schedule.
